2010 USTA League Tennis Rules

                                                           For All Divisions

 

 

 

1.              The 2010 USTA League Tennis Regulations, together with such supplemental rules as may be promulgated by the various Districts and Local Leagues and approved by the Sectional League Coordinator, constitute the rules of USTA League Tennis in Mid-Atlantic Section.

2.              At a minimum, each District in the Mid-Atlantic Section shall publish written rules governing (a) the information necessary for a local league to be recognized by the District and organized in TennisLink; (b) the progression of local league winners to District championship events, and District championship participants to Sectional championship events; and (c) the filing, investigation, and adjudication of grievances and appeals arising out of Local League or District Championship play within its jurisdiction.

3.              Players with a valid computer rating established according to USTA-approved computer methodology must enter a USTA League Tennis division at that rating or higher. Any individual who circumvents this requirement by acquiring multiple, false or misleading (e.g., variants on the same name) USTA membership numbers shall be disqualified from further participation in any USTA League Tennis program for a period of 12 months from the date of disqualification and all matches played by such persons will be declared forfeit, or any other appropriate penalty determined by the Section League Committee.

4.              When first entering the Leagues program, players without a computer rating are required to answer questions on-line regarding their player history and then declare a self-rating on TennisLink. In making their self-rating decision, players must consider the NTRP Guidelines posted on the TennisLink website; their on-court performance against established league players; relevant tennis history including frequency of play and instruction; and general fitness. Once made, the self-rating declared by the player shall apply to all Divisions until superseded by a computer-generated rating established according to USTA-approved computer methodology.   

5.              TennisLink is the official and exclusive system for registering teams and players, and reporting match scores and standings for the USTA League Tennis program. No person may participate on a League team, and no local league may commence, without first registering via TennisLink. All local league seasons must start and finish in the same calendar year. No local league winner may advance to championship level competition until all scheduled matches have been recorded in TennisLink.

6.            Match results must be reported on TennisLink within 72 hours of the completion of the team match.  This may be done by either the winning or losing team captain, or their designee. Failure to do so shall cause the local coordinator to instruct that the match be scored as a Double Default.  The non reporting captain, or designee, must log in to TennisLink and confirm or dispute the        reported match scores within 48 hours after they have been reported. After that time, TennisLink automatically blocks any attempt to edit or otherwise contest reported results, which are deemed final and complete with no further right of challenge.

7.            A team match should not remain uncompleted for more than seven days after its scheduled date or the deadline for               completing local league match play, whichever occurs first. (This does not preclude a local coordinator from formally re-      scheduling a match date/time where local circumstances require, so long as established dates for completing local play are         not violated.)

8.            If a player arrives late for a local league match, local league penalties for lateness apply.  However, the player is still entitled to a 5 minute warm-up.

9.            Per National Regulations, a team must have enough players present to have a mathematical chance of winning a match, or the entire match must be defaulted.  Further, if a team defaults an entire team match for any reason during round robin play, then all matches of that team played, or to be played, shall be null and void.  If all teams in contention for the championships have already played the defaulting team in good faith, the matches stand as played.  The Section may impose further sanctions or penalties on said team.

10.         Player Dynamic NTRP ratings are automatically recalculated in the national database on a daily basis throughout the           season unless some unforeseen technical problem prevents it. As a result, inputting match results in proper chronological order (the order in which they are played) is essential. If as a result of system-driven recalculations, a player's Dynamic        NTRP rating reaches disqualification level three times, and if that player has an A, S, M, T or D rating:

a.        During local league: all matches played at that level shall be forfeited. The player may register on a team at the higher level if otherwise eligible to do so. The Sectional office shall issue notice of NTRP disqualification promptly to the player and the Team Captain as designated on the TennisLink team roster, with a copy to the District League Coordinator. (Captains and players are encouraged to provide e-mail address information when registering on TennisLink, and to update such information as necessary, to facilitate timely notice in the event of disqualification.)

b.        During District or Sectional Championships: computer calculations shall be run and new ratings produced after each team match. Players who accumulate their “third strike” (considering all matches reported in the database to that point) shall be immediately disqualified, and the championship tournament matches played by such players shall be considered 6-0, 6-0 wins for the opposing player or doubles team pursuant to Rule 3.04D(2)a-b. In the event that the Scorekeeper is unable to connect to TennisLink in "real time" during a championship event, upon notice to that effect the Tournament Committee may make an irrevocable election to suspend Rule 3.04A(2)a and instead follow the procedure outlined in Rule 3.04A(2)b for the event in question. Whenever such an election is made, Rule 3.04D(2)c shall likewise be in effect.

11.    The Mid-Atlantic Section delegates to each of its Districts the authority vested in it by Rule 3.01B to limit the number of players that appear on a team roster. 

12.    USTA League Tennis Regulations Rule 3.01H(5) authorizes players and captains to participate on more than one team under certain conditions.  Specifically in Mid-Atlantic Section and for any Division, whether or not that division results in Sectional Championship competition:

a.                Same league, same level: a player/captain may play on or captain one team at the same level within the same local league.

b.                Same league, different levels: a player/captain may play on or captain more than one team in the same local league, so long as each team is at a different NTRP level.

c.                Different local leagues: a player/captain may play on or captain more than one team, regardless of the NTRP level, if each team is in a separate local league.

d.            Player limitation for leagues which advance to Sectional Championships:  In local level leagues of:

1.        four or more teams, only two players who are registered on the same team may be members together on any other team in the same Division during the same season.

2.        three or less teams, three players may be members together on another team in the same Division during the same season.

3.        exception - three players may be members together on another team in the same Division during the same season in the Super Senior, Super Duper, Senior Mixed and Super Senior Mixed Divisions only, regardless of the number of teams in their local league.

The infraction occurs at registration.

Where violations of this rule occur, penalties are established as (a) immediate disqualification from the second (or any subsequent) team of all players who are members together on another team, except for the first two (or where authorized, three) such players, the order of registration as recorded in Tennislink being the determinative factor, unless a player has not played a match for either team, then the player may select which team to be removed from;  and (b) forfeiture of all matches played by the disqualified players on behalf of the second (or any subsequent) team. The disqualified players may continue to participate on their other team(s) without penalty, and to register for additional teams consistent with this Rule #12 and any District or local registration deadlines.

13.    For purposes of qualifying, all matches played prior to District Championships are considered to be local league matches.

14.     The Mid-Atlantic Section will use the scoring format described in Rule 3.01G (match tiebreak in lieu of a third set) at all Sectional league championship tournaments, including the Coman tiebreak procedure. In addition, for the Mixed Doubles Division only, the Sectional Championship tournament shall be organized using combination ratings of 5.0, 6.0, 7.0, 8.0,  9.0 and 10.0.  The 5.0 level will comprise of 2.5 players only, with no combined ratings allowed.

15.     The team certified by each District Leagues Administrator as its District Championship winner at each NTRP level is entitled to advance to the Sectional championship tournament. The Districts must certify their winning teams to the SLC by July 12th for Mixed Doubles, July 25th for Adult, September 4th for all Senior Divisions except Super Senior, which must be certified by September 15th.  Where the SLC has determined that a full draw is appropriate but not available using the District entry procedures described above, a wildcard entry may be extended to a District based on a random draw, being made proportionately to the number of teams at that level in each District, until the draw is filled. No District may receive the benefit of more than one "wildcard entry" per level, except where the SLC has determined that it is appropriate.  To be eligible to advance to Sectional championship competition, a team must have registered the minimum number of players required by Rule 3.01B and played the minimum number of matches required by Rule 3.01H(1) by:                                                                                                                                                                                                                                                          June  7th for Mixed Doubles championship competition;                                                                                                          July 5th for Adult league championship competition;                                                                                                                August 16th for all Senior league championship competition, including Super Duper and Senior Mixed;
                     August 30th for Super Senior league championship competition.

16.     Winning teams not able to participate in the corresponding Sectional Championship tournament must notify the Sectional League Coordinator and their District Coordinator of their intention not to participate at least ten (10) days prior to the start of the Tournament. Teams who violate this rule shall be reported to the Chairman of the Section League Grievance Committee for investigation and appropriate disciplinary action. Penalties will be severe, up to and including being banned from league play for the following league year. Upon notification that a winning team is unable to advance, the second place team may advance in its place. If the second place team is unable to participate, the Sectional League Coordinator shall determine whether that District shall retain its right to place an entry in that specific level or flight.

17.     In the event that a person is a captain of or player on more than one team at the same level in the same division advancing to the same Championship event, that captain or player shall transmit written notice in advance to the District or Section office (as appropriate) declaring which ONE team (s)he will represent at that event. Such declarations are binding only for the duration of the event where the conflict arises, and must be received at the appropriate District or Section office at least 3 days before the start of the tournament.  All Declarations received will be considered confidential to other teams.  In the event no Declaration is received and a person captains 2 teams, or a player competes for 2 teams at the same level, in the same Division, then all matches played/or captained for the 2nd team will be disqualified.

18.     Players/teams leaving a Sectional Championship tournament before completing their entire schedule of assigned matches and without the Tournament Director’s approval shall be reported to the Chairman of the Section League Grievance Committee for investigation and appropriate disciplinary action. Penalties will be severe, up to and including suspension or other sanctions for the following league year.

19.     At all Mid-Atlantic Section League Championship tournaments, match line-ups are due to the Tournament Desk 30 minutes prior to the scheduled start of each team match. Failure to turn in line-ups on time shall result in an automatic $50.00 cash fine for each such occurrence. Any such fine must be paid before the offending team will be allowed to play its scheduled match. Match times are tentative and play will be on a “followed by” basis. The Tournament Desk has the right to call a match to begin play up to 30 minutes before the scheduled start time, assuming courts are available to do so. Once a match has been called, the USTA’s Point Penalty System applies and will be strictly enforced.

20.     In the event that a player is not notified of his/her disqualification before the deadline for submitting the team's next line-  up, and the Team Captain has scheduled the disqualified player to participate in that next match, the Team Captain may substitute an eligible player into the position vacated by the disqualified player. No other line-up adjustment (reorganizing doubles teams or repositioning players, etc.) is permitted.

21.  Super Senior Move-up/Split-up. Super Senior teams who advance to National Championships may move up one level as a team or must disperse to form new teams, using the following formula:  Of the players who participated at Nationals, no more than 3 may stay together the following year.  The exception is, if their local league had 3 or less teams, then 4 players may stay together.

The Mid-Atlantic Section has adopted TennisLink technology as the exclusive means for player registration for all USTA League Tennis teams in the Section. While TennisLink handles player additions in the normal course and subject to District deadlines, it does not have a mechanism by which the Section can limit player sign-ups consistent with applicable Roster Size rules. Moreover, by vesting individual players with the authority to “join” a team via TennisLink, it is possible that (a) a player could sign up for a team without the captain’s knowledge or approval; (b) a player could sign up for the wrong team, by entering an incorrect Team Code; or (c) a captain could violate the Section’s Roster Size rules without triggering any system warning or notice to administrators. For these reasons, Mid-Atlantic Section adopts this Player Deletion Form and recommends its use in all local leagues.

Refund Policy: No refund of the convenience fee charged by TennisLink is ever in order. Consult your District office regarding its policy for refund of any other league fees collected. No refunds are issued once a player has played a match. In all cases, a completed Player Deletion form must be on file at the District office before a refund request may be considered. Where such requests are granted, players should anticipate receiving their refund check at the end of the season. Where local leagues collect a separate local league fee via TennisLink, decisions regarding refunds of such fees lie with the local league sponsor.

The Howard County USTA League Local Rules are based on the 2010 USTA National League Tennis Regulations, 2010 USTA/Mid-Atlantic Section Rules, and the 2010 USTA/Maryland District Rules.  Following are the noteworthy instructions from those 3 publications and supercede current or future rules written herein.

 

Team and Player Registration: All teams and players shall initially register using the TennisLink system on the USTA Web site www.national.usta.com   At least (6) six players in Mixed (3 women and 3 men) must be registered in order for the team to be activated in Tennis Links, except (8) players for adults in all levels except 2.5, 5.0, and 5.5, where (5) must be registered.

 

Self-Rating must be completed through TennisLink.

  1. When first entering the Leagues program, players without a computer rating are required to answer questions on-line regarding their player history and then declare a self-rating on TennisLink. In making their self-rating decision, players should consider the NTRP Guidelines posted on the TennisLink website; their on-court performance against established league players; relevant tennis history including frequency of play and instruction; and general fitness.   2. Players who have a computer rating from 2006 or before, must self-rate. The rating of established players should be taken from the relevant year NTRP Ratings List available on the Mid-Atlantic Section website. A computer rating is valid for three years or until another rating is generated.  Players who are 60 years or older during the 2010 championship year will have valid computer ratings on file in TennisLink for the last 2-years. They must self-rate if their NTRP rating is older than 2 years. The self rating must be completed through TennisLink.

 

Howard County Local League Winners: Where there is more than one league at the same Division and level there must be a league playoff to determine the local league winner(s). Combo local league winners shall advance to Maryland District League Championship Tournament only.

 

Applies to play-offs.

 

Where the Maryland rule of ten applies, the #1 team will not participate in a playoff and will advance directly to Districts.  In each NTRP division: The winner(s) of the “FINAL PLAYOFF” shall be declared as the winner of that division.  In the event of a tie, the winner will be determined as follows:

1.       Winner of the most individual matches.

2.       Loser of the fewest number of sets

3.       Loser of the fewest number of games

 

If the above procedures do not break the tie, the winner shall be determined by their head-to-head playoff according to Friend At Court.

 

Each winning team of an NTRP division will advance to the District Playoff. If for any reason the winning team cannot play in the district playoff, the Captain must notify the League Coordinator immediately upon completion of the regular season schedule. In that event, the second place team will advance to the district playoff (any ties at second place shall be broken using the above procedures). In the event these procedures do not resolve the tie, a head-to-head playoff will be used to determine the team to advance. The League Coordinator will schedule the playoff.

 

Play-offs. If a player qualifies at the same level, same Division, that player must declare which one team that player will play on. In the event there was not a declaration, the first match played will be the declaration. If a player plays for one team and that same player is on another team roster that advances and qualifies, that player is allowed to play on that team.  All matches played prior to District Championships are considered to be local league matches with consideration to District Rule 13. (eligibility to advance)

 

Columbia Captains must send a team roster with CA numbers (or note non-member) along with one check payable to “Columbia Association” for local league fees to Jim Lawson, P.O.Box 191, Glenelg, MD 21737-0191 on or before the first scheduled match, whichever occurs first. Matches are subject to default if not paid by the day of the first match.

 

If players are added after the initial roster is submitted, complete an Additional Player Form and send it along with local league fees to the League Administrator (Jim Lawson). (See captains package).  Only the “additional player form and one (1) check is necessary.  All local league fees for each player must be paid prior to such player participating in any League play. Payments must be postmarked on or before the player’s first date of play. Any match played by such player prior to all required payments being made shall be forfeited subject to the League Coordinator(s).

 

Players may be deleted from the roster by completing a Player Deletion Form and sending it to the League Coordinator (Liz Baker). Player deletion will be effective when signed by the League Coordinator.  Completed forms may be emailed to rerbaker@comcast.net.

 

Court Assignments: When teams play at the Athletic Club (AC) for all divisions except for Adults on Friday and Sunday, the #1, #2 and # 3 doubles teams will play on courts A and B and C, respectively. On Saturday at the AC, use courts B, C and D. In the Bubble, #1, #2 and #3 doubles will play on courts 5, 4 and 3, respectively.  It is the responsibility of each Captain or designee to ensure players are playing on the correct court and against opponents listed on the scorecard.

Spectators are allowed to observe matches inside the Owen Brown Bubble so long as both team Captains or designees agree. No Captain or spectators are allowed on court at the Athletic Club except when called to court by player.

 

Court Fees: Court fees must be paid prior to the start of play.  Tennis balls will not be issued or play permitted to begin until the fees are paid. Teams failing to follow this rule are subject to default.

 

Cancellation policy: (72-hour cancellation notice required).

Unless a written notice has been sent to Liz Baker and Jim Lawson, 72 hours in advance, all court fees, for the defaulting position(s), is the responsibility of the defaulting team. If courts are utilized by others, players shall assume court cost.

 

Administration fees: See separate details for each division.

 

Coaching and Spectators:  Spectators are allowed to observe matches inside the bubble (outside sidelines and imaginary extensions thereof) as long as both team captains or designees agree. Spectators and captains are to observe match play from the 2nd level viewing area at the Athletic Club. Captains or team representative are always allowed to observe match play unless ejected by a USTA Official. Captains must not interfere with play unless called to the court by a player. If called, both Captains should be present during any discussions. Coaching is not permitted at any time during the match

 

Tennis Balls: CA, Circle D, and Cattail will provide tennis balls. The Home Team captain should secure the tennis balls from the desk staff. As noted above, tennis balls will not be issued if appropriate fees have not been paid.

 

Team Captains:  Team captains are allowed to captain/co-captain only one (1) team in the same division at the same level.

 

Roster Size: Up to twenty (20) players may be carried on a roster for all levels, except for 2.5 and 5.0, where the maximum is 12 players. Any player[s] in excess of the player limit shall be ineligible for play. The player last added to the roster that causes the violation shall be ineligible to play. Players may be added to the roster. See details for each Division.

 

Bathroom Visits and penalties: Last 15 Minutes of Match Play:  Bathroom visits will be allowed during the last 15 minutes of regulation time or any extension thereof for a Match Tiebreak subject to a (3) THREE GAME PENALTY. No bathroom visit may extend into the last 15 minutes of scheduled time without 3 game penalties.

 

Prior to the last 15 minutes of a match: Bathroom visits are limited to 10 minutes starting from the time a player arrives at the bathroom facilities. Opponents are encouraged to accompany those going to the bathroom to assure compliance. A Monitor, if present, may also keep track of the bathroom visit time. If the 10 minute time limit is exceeded, a one point penalty shall be assessed for up to 5 minutes late. A game penalty will be assessed for 5 to 10 minutes late, and a match retirement after 10 minutes late, i.e., more than a 20 minute bathroom break.

 

 

On Court Monitors: If available, monitors may be called to the court to observe matches and correct OUTCALLS, call foot faults, invasions, not ups etc. Court Monitors will not have the authority or use of the Point Penalty System (PPS)

 

 

Problem match: If there is a problem on the court with outcalls or foot faults:

Before a player may call a foot fault on his opponent, he must first warn; then seek an official, and if no official is available (as is generally the case) he must seek an acceptable {by both} impartial third party to make such calls OR have both team Captains or team representative observe the match from a stationary position at the net post (a) they must be in DIRECT observation, and (b) don't start wandering to baselines etc. If both agree, outcall correction stands. If only one party agrees then player’s call stands.
Only if ALL these steps fail can the player himself then call a foot fault on his opponent.

Steps to follow:

  1. Complete the match and if necessary file a Grievance.

2.  If all else fails, stop the match, file a Grievance. If you win the Grievance, the Committee may elect to award the match to you or direct other remedies.

Rain outs: Columbia only: The staff at each club is solely responsible to decide if the courts are playable and if matches should be cancelled. In the event of a rain delay of up to15 minutes, matches shall recommence immediately without warm-up [unless warm-up was never taken] and be completed within the original 2-hour time limit. Delays in excess of 15 minutes may be recommenced if both Captains agree; however, if not completed within the original two hour limit shall be completed as a rainout match allowing for the unused portion of the full 2-hour match time. An additional 10-minute warm-up shall be granted prior to the rainout match recommencing.

All matches must be completed within seven (7) days of their original scheduled play date. Rained-out matches will be played indoors at the AC or OBI normally on Sunday’s following the rainout. Start times will range from 8:00 am – 6:00 PM -- generally beginning with the teams rained out earliest in the week. The league coordinators will assign specific times. No more than one rained-out match will be scheduled per day.  League Coordinator’s decisions are final.  ONLY HOWARD USTA MATCHES WITHIN THE SAME DIVISION WILL BE HONORED.

 

 

 

 

 

 

EXCHANGE OF LINE-UP RULING

When a match is postponed following exchange of line-up, does the original line-up stand for the make-up match?

The line-up would stand only for those positions that had already started (first service attempt) their match.  All other positions, even those that were in warm-up may be changed.  The rationale is that the same players may not be available while others now can play. 

 

 

 

When playing at OBO and the match is rained out, move indoors (Bubble) if courts are available.  There is no charge, if any outdoor match is rained out after starting the match, (after warm up and an attempt to strike the first ball of the match) when play is resumed indoors. If the match was not started, then court fees will be charged. 

 

If any match scheduled on Sunday is rained out the teams should go indoors to the AC provided courts are available. Any such match should start no later than 30 minutes after the original scheduled start time. At least 4 matches must be played if courts are available; the 5th match may be played, if both Captains agree. If not, the League Coordinator will schedule the 5th match makeup time and date.

Columbia Senior Division - Inclement Weather:  All matches will be played as scheduled. Columbia Association club employee will determine if courts are playable or not. The postponement of a match due to inclement weather must be reported to the League Coordinator(s).  The Captains must mutually agree on the date/time/place to play the postponed match within 7 days. Captains must report the rescheduling information to the League Coordinator(s). A match in progress but rained out does not have to be played at the same time and date, when approved by the LLC. In the event team Captains cannot mutually agree upon a time and date, the Local League Coordinator(s) will assign times and date for the rescheduled match. Home team Captain will initiate contact with opposing team Captain.

Conflicts: Only Howard County USTA conflicts will be honored where the minimum players are not available and playing elsewhere in a Howard County Division.

 

Moving teams to correct positions:

If you have a player who you know is on the way, exchange lineups as usual, list that player wherever it is you have he/she playing.   Start all matches at the scheduled time.  When he/she arrives, abide by the default rules, i.e. up to 5 minutes - 1 game, loss of toss, up to 10 minutes loss of toss and 2 games and up to 15 minutes, loss of toss and 3 games. After 15 minutes, DEFAULT. There is no need to move up players if the match(s) have started. 

 

What occurs if a player(s) is on the wrong court in an individual team match?

If the discovery occurs before the first set of all matches affected has been completed players are to go to the correct courts and begin the matches over. If the discovery occurs after the first set is completed, the matches will be completed as started and count as matches played in good faith. If other players have already started their second set and a switch is not possible, then the match must continue as started.

 

Cell Phones: All cell phones must be silenced. Any disturbance of a match while a ball is in play will be considered a deliberate hindrance resulting in a loss of point.

 

Home Team: The Home Team is the team Captain designated in TennisLink.

 

Exchange of Lineups: Team Captains must exchange completed lineups five (5) minutes before the scheduled start of the match.  The home team Captain will prepare his/her lineup on the Official Scorecard and hand it to the opposing captain in exchange for his/her written lineup. Both Captains will then transfer the opposing lineup to the Official Scorecard prior to the start of the match.  The penalties will be applied as follows:

 

Both captains equally late:  No penalty

 

Both captains late, ready at different times:

The penalty accrues when the first captain is ready to exchange written line-ups. The second captain’s team is penalized by loss of toss and 1 game for each individual match. If the written line-ups have not been submitted to the other captain by the scheduled time for the start of match, the penalty is default of all matches.

 

Only 1 captain late:

The second (late) captain’s team is penalized by loss of toss and one game for each individual match. If the written line-ups have not been submitted to the other captain by the scheduled time for the start of the match, the penalty is default of all matches.

 

Start and Duration of Play: Players must take the courts at the scheduled start time or as soon as an assigned court is available. Warm-up time is 10 minutes, including serves. All match play must begin promptly after the warm up or any delayed warm up due to player lateness. The continuous play rule is in effect for all league matches. The match, including any warm-up time, ends after time allowed from the scheduled start time, unless a Match Tie Break is being played. If a Match Tie Break is played at the end of regulation time due to a tie in sets, the team who received in the last full game played during regulation shall serve first.

 

Tie-break:  The Coman Procedure is to be used for both the set and match tie-break. The Coman procedure is the same as the present tiebreak except that ends are changed after the first point, then after every four points, and at the conclusion of the Tiebreak.

 

Match Tie-break: No rest break is allowed between the second set and third set Match Tie-Break; continuous play rule is in effect.  The team who received in the last full game shall serve first.

 

Coaching and Spectators:  Coaching is not permitted at any time during the match

 

Playing on adjacent courts while a USTA match is in progress:  Where dividers are in place and players have left the court, the oncoming players (no more than 4) may utilize the court until their match is scheduled to start, so long as play is not disrupted. Cross-courts on changeovers or when a player has signaled you to pass through. Captain may be on the sidelines of the court as well and does not count as part of the 4 players as long as he/she is not involved in warming up and is engaged in logistical items, such as collecting fees and determining lineups.  Once the official start time of the match commences with the warm-up, the captain may only be on the court if he/she is a player in the individual match or has been requested to come to the court by the players.

 

Suspension of Match: The staff at each club is solely responsible to decide if the courts are playable and if matches should be cancelled. In the event of a delay of up to15 minutes, matches shall recommence immediately without warm-up [unless warm-up was never taken] and be completed within the original time limit. Delays in excess of 15 minutes may be recommenced if both Captains agree. Original time limit stands.

 

Requests of Coordinator:  If present, the League Coordinator[s] may be requested by any player or team Captain to observe play, call foot faults and obvious line call errors, and to assure the Rules of Tennis and The Code are being followed.  No other person may be called upon to call foot faults and line call errors, exception a USTA official.

 

Substitutions: Once lineups are exchanged, only the listed players shall play. No substitutions are allowed except for a listed player who suffers an obvious injury or illness during the warm-up. A late arrival cannot play unless already listed on the previously exchanged scorecard. Late penalties apply from the time play was to have started to the time the tardy player arrived on court.  2-hour time limit still in force.  If a listed player fails to show before the 15minute default time, the match is forfeited to the other team in the forfeit order described under "Team Forfeits" below. If a listed player arrives late, and before default time, a warm-up may still be taken. If the substitution is made during warm up, the substitute player is entitled to a five (5) minute warm-up.

 

 

 

 

Penalties: In determining penalties for lateness, time begins at the scheduled start time, unless for some legitimate reason (e.g. a Match Tie Break is being played), a court is not available. If that should occur, time begins when a court is available for that individual match. Following are the time limits and penalties:

 

Up to 5:00 minutes: Loss of toss and 1 game (5-minute warm-up still taken)

5:01-10:00 minutes: Loss of toss and 2 games (5-minute warm-up still taken)

10:01 – 15:00 minutes:  Loss of toss plus 3 games (5-minute warm-up still taken)

More than 15:00 minutes:  Default.  Note: 2 Hour limit still applies.

 

 

Team Forfeits: A team must have enough players present to have a mathematical chance of winning a match, or the entire match must be defaulted.  Further, if a team defaults an entire team match for any reason during round robin play, then all matches of that team played, or to be played, shall be null and void.  If all teams in contention for the championships have already played the defaulting team in good faith, the matches stand as played.  The Section may impose further sanctions or penalties on said team. {Mid-Atlantic Section rule 9}

 

Singles. The No. 2 singles must be defaulted before the No. 1 singles.

Doubles. The No. 3 doubles must be defaulted before the No. 2 doubles and No. 2 doubles must be defaulted before the No. 1 doubles.

 

Captains have the option to default singles or doubles

 

If due to unforeseen circumstances, the captains allow (either by word or failure to prevent) a lower position to start out of sequence and later the higher match ends up a default – all matches stand as played.

 

 

Medical Time Outs (MTO):  Retirement occurs when a player/team is unable to continue play after the match has started, usually because of an injury, loss of condition, or an emergency. A player/team is allowed no more than ONE, up to 5 minute timeout to recover and continue play. Failure to continue play after 5 minutes results in a retirement and the opponents win the match. Actual scores are entered in TennisLink and marked as Retired.

 

Team/Match Scoring: The team winning a majority of the individual matches wins the team event and is awarded 1 Team-Win. .

 

Individual Match Scoring: All individual matches shall be two tiebreak sets, regular scoring.  When games are tied in any set (6 games each), a Set Tie Break will be used (first to 7 points, with a 2 point margin). If the first two sets are split, a Match Tie Break (first to 10 by 2) will be played as the deciding match. (The Match Tie Break is scored as 1 set and 1 game for tiebreak purposes).

 

 If match is not completed before time runs out, the following scoring rules apply:

 

·         If time runs out in the second set, the team ahead by 2 games wins that set. If neither team is ahead in the second set by 2 games, the set does not count. The first set winner wins the match. 

 

·         If time runs out in any Set Tie Break, it does not count regardless of the score. .

 

·          If an individual match is tied when time runs out (split sets and no Match Tie Break), a Match Tie Break shall be played out to its conclusion.

 

·          If a Match-Tie Break is in progress when time expires, the point in play shall be replayed, and the Match Tie- Break shall be played out to its conclusion.

 

·          If time runs out in the first set, the match should continue if possible, to conclusion of that first set. Winner of the first set wins the match. If a court is not available, the League Coordinator will reschedule the match.

 

There must be a winner for each individual match.  Any point in play when time expires shall not count.

 

Completion of Scorecard: Upon completion of an individual match, the player/team must report the match score to his/her Captain or designated person. Upon completion of the match, the home team Captain should confer with the opposing Captain, record all scores on the Official Scorecards. Both Captains should sign the Official Scorecards and retain. The Official scorecard is the scorecard available in Tennislink. In lieu of that scorecard any legible sheet of paper with the lineup properly written and signed by both team Captains is acceptable and considered the Official Scorecard.

 

Recording Scores in TennisLink:  Match results must be reported on TennisLink by either the winning or losing team captain, or their designee, within 72 hours of the completion of the team match. Failure to do so shall cause the local coordinator to instruct that the match be scored as a Double Default.  The non-reporting captain, or designee, must log in to TennisLink and confirm or dispute the reported match scores within 48 hours after they have been reported. After that time, TennisLink automatically blocks any attempt to edit or otherwise contest reported results, which are deemed final and complete with no further right of challenge. {SR6}

Any problems recording or verifying within the prescribed time period should be reported to the League Coordinator(s) by the offending team in order to avoid the penalties outlined above. A confirmation by the League Coordinator or Administrator (written or verbal) must be received to avoid penalties.

 

COMPLETED/RETIREMENT DESIGNATIONS IN TENNIS LINKS. 5.6.2009

 

Where the winner of an individual match has been determined in either two full sets [e.g. 6-2, 6-4] or two full sets and a Match Tiebreak [e.g. 6-2, 4-6, 1-0], the match shall be recorded as a “COMPLETED” match.

 

When the second set is won by two games or more resulting in a tie in sets and a Match Tie Break is played, the individual match shall be recorded as “COMPLETED” and actual scores are entered. For example, a score of 6-2, 2-4, 1-0(5) should be entered.  There is no need to round up the score.

 

When the second set is not completed in regulation time and the first set winner is awarded the match, the match should be recorded as a “TIMED”. The actual game scores shall be recorded and the first set winner designated as the match winner. For example 6-1, 4-2. TIMED

 

When the first set winner is awarded the match, the match shall be recorded as “TIMED”.  The actual game scores shall be recorded and the first set winner designated as the match winner.  For example 6-4 TIMED.

 

Not ahead by 2 games and TennisLink won’t accept TIMED, input match as Retired and notify League Coordinator that the match was Timed out.                           

 

 

 

 

 

 

 

 

Grievances:  A Grievance may be filed after handshaking at the completion of a match.

 

All complaints alleging violations must be filed in writing first to the League Coordinator and then if necessary with the chairperson of the Local League Grievance Committee prior to the commencement of the next team match involving such player or team, or within 24 hours after the end of local league play, whichever occurs first. Complainants must also copy the League Coordinator and the parties against whom the complaint has been made. The Grievance Committee will act as prescribed in Rule 2.00 (NR) of the UTSA League Tennis Regulations with a minimum of at least three members.

CIRCLE D TENNIS CLUB

 

 

Circle D Tennis Club:  Circle D tennis center will have USTA leagues(s) playing all matches at Circle D except for any playoffs used to determine flight winners and team(s) advancing to Districts. The League Administrator/Coordinator will schedule all playoff matches. Kate Dowd is the Level Coordinator for Circle D. All rules outlined herein, except for court fees, administration fees, rainouts, scheduling will be adhered to.

 

Circle D rules:

Members = $20/person Non-members = $30/person
Indoor court fees = $70/team/match
When a match is moved indoors due to rain, food may not come inside, the balcony is considered inside the building.
You will be asked to leave, in the middle of a match or not, if we catch you with alcohol purchased elsewhere and opened other than Circle D. {bar closes at 9:30 PM.} Gates close at 10:00 PM.
Inside court time is guaranteed from 6:30-8:30 pm. Any court time used before 6:30 will be available at the normal court rate, even if it is 15 minutes.
PLEASE do not park on the grass.

 

Exchange line ups as usual. At 6:30 it begins to rain and matches move indoors. Only 4 courts are available to play and the #3D team is not present. The #3 team will play as soon as a court become available. The lateness clock starts when a court is available. After 15 minutes and the #3D team is not present, the match is defaulted.

Mandatory Responsibilities of a Team Captain

 

  • Recruit 12-20 players to form a viable team.  At the 3.0 – 4.5 levels the District’s maximum number of players is 20 players. Players 2.5 – 5.5 levels. Recruit a Co-captain/Assistant Captain to, at a minimum, function as the Captain in your absence.
  • Ensure players’ USTA membership are current (through district championship date).
  • Ensure that players’ who need to self-rate do so during their registration on TennisLink.
  • Download a scorecard from TennisLink before each match and record your scores on that scorecard.
  • After each match, ensure that scores are recorded accurately and each must verify that the scores are accurate by signing the card. Circle the winning team for each match. You are encouraged to keep a copy of the signed scorecard.
  • Winning/losing team captain records scores on TennisLink within 72 hours after the match. Losing team captain must verify scores within 48 hours of the time winning team captain records scores on TennisLink. Winning/losing team captain’s that do not report scores within 72 hours will cause match to be forfeited to opponent (losing team). Losing captain who does not verify within 48 hours when scores are posted, will lose the right to challenge scores.
  • Keep a copy of, and know the USTA League Rules and Procedures, Section, District and local league rules. All Rules may be found on the web site.
  • Distribute all rules to team members. Direct all team members to the Maryland website for league updates/rules www.maryland.usta.com
  • Ensure that all rules are followed by your team as well as by your opponent.
  • If home team captain, ensure that all matches start after 10-minute warm-up.
  • Attend league team captain meetings, as scheduled.

 

  • Notify local league coordinator, as necessary, of any problems relating to match competition, e.g., deviations from rules.
  • Ensure that written scorecards are exchanged no later than 5 minutes at the start of the match and keep scorecards on open display during the match.

Bathroom Visits and penalties: Last 15 Minutes of Match Play:  Bathroom visits will be allowed during the last 15 minutes of regulation time or any extension thereof for a Match Tiebreak subject to a (3) THREE GAME PENALTY. No bathroom visit may extend into the last 15 minutes of scheduled time without 3 game penalties.

 

Prior to the last 15 minutes of a match: Bathroom visits are limited to 10 minutes starting from the time a player arrives at the bathroom facilities. Opponents are encouraged to accompany those going to the bathroom to assure compliance. A Monitor, if present, may also keep track of the bathroom visit time. If the 10 minute time limit is exceeded, a one point penalty shall be assessed for up to 5 minutes late. A game penalty will be assessed for 5 to 10 minutes late, and a match retirement after 10 minutes late, i.e., more than a 20 minute bathroom break.
